The Water offices, the overseas equivalent of the Water agencies, are local, public, administrative agencies in each of the French overseas departments. They are legal entities and financially autonomous.
The Water offices are technical and financial entities whose mission is to collect a series of fees in their basin in the name of the "polluter pays" principle. The fees finance projects and work to improve and preserve the environment, aquatic environments and water resources. For example, subsidies are granted to all public and private owners of installations working to adopt sustainable-management techniques.
The Water offices play a fundamental role as the coordinators for projects contributing to overall water policy in the French overseas departments, as defined by the river-basin management plans (RBMP) that are monitored by the offices.
